摘要
从国家政策、治理意义及清洁生产的角度,阐述了塑料包装企业治理挥发性有机物(VOCs)的必要性和可行性。通过对多家塑料包装企业的调研,讨论了实施VOCs治理对塑料包装行业的影响以及目前塑料包装行业在VOCs治理中存在的问题,如技术不成熟、资金不充足、排放量估算难度大等。给出了塑料包装行业VOCs治理的相关措施和建议,包括重视VOCs治理工作、提高测量及治理技术、政府或行业协会支持提供优惠政策等,为塑料包装行业开展VOCs治理提供了工作思路与参考。
The necessity and feasibility of volatile organic compounds （ VOCs ） treatment in petrochemical enterprises are described in respect of state government policies, significance of treatment and clean production. Based upon the investigations in a number of plastic packing enterprises, the impact and problems of VOCs regulations on plastic packaging industry and countermeasures are discussed,such as technology is not well developed, project？ funding is not sufficient, emissions estimates is difficult and so on. The measures and recommendations for voc treatment are presented, including attaching great importance to vocs treatment, strengthening technological development, the government provides preferential policies and so on. These measures and recommendations are beneficial for VOCs treatment in plastic packa- ging industry.
