摘要
CAREC机制是中国参与中亚地区的经济合作组织之一,中国同CAREC成员国的直接投资合作日益密切。借助《中国对外直接投资统计公报》、《对外投资合作国别(地区)指南》以及《营商环境报告》的数据,重点分析中国对CAREC成员国直接投资的现状、特点以及CAREC成员国吸引外资的特点。研究结果表明,中国对CAREC成员国的投资流量和存量不断增加;投资行业主要集中在石油勘探开发和地质矿产资源勘探与开采;直接投资企业数主要分布在蒙古、哈萨克斯坦和乌兹别克斯坦三国;同时,CAREC成员国也在改变吸引外商直接投资环境和投资政策。为此,中国要进一步加大对成员国的直接投资、实现投资结构多元化、获取更多的市场需求信息减少投资风险使中国更好的参与CAREC机制。
CAREC program is one of China＇s participation in economic cooperation organization in central Asia. China＇s direct investment cooperation with CAREC members is becoming more and more closely. In this paper,using the statistics bulletin of the Chine＇s outward foreign direct investment,to analyzes the current situation and characteristics of Chinese outward foreign direct investment to CAREC members,and the characteristics of the CAREC members to attract foreign capital. The results show that the flow and stock of Chinese investment in CAREC members increased; investment industry mainly concentrated on the petroleum exploration and development and geological exploration and mining of mineral resources; China ＇s direct investment companies are mainly distributed in Mongolia,Kazakhstan and Uzbekistan. At the same time,CAREC members is also changing investment environment and investment policies to attract foreign direct investment. Therefore,China should further increase the members＇ direct investment volume,diversify the investment structure and obtain more market demand information to reduce investment risk. Then these will make China＇s better participation in CAREC program.
