摘要
目前网络政治的功能多定位于提供政策咨询和非制度性政治参与的渠道,这实际上忽视了网络政治的价值功能。网络政治真正的变革功能是超越非制度性的政治救济,实现其变革功能,即改进代表制度,完善民意表达;改善民主形式,回归传统民主;等。政府应以网络政治的兴起为契机,推动民主进程,注重社会治理,加强网络回应,重塑政府在群众中的良好形象,实现从管制政府转化为责任、有限政府,进一步向服务群众社会的角色转变。
At present,many functions of cyberpolitics are mainly in the areas of policy advice and non-institutional political participation channels,which actually has ignored the value function of politics on the net. The real changing function of cyberpolitics is to surpass the institutional political benefits and to achieve the transforming function. It means to improve the representative system,to perfect the expression of public opinion,to promote democracy and to return to the traditional democracy,etc. With the rising of cyberpolitics in China,the government should promote the democratic process,pay attention to the social governance,strengthen the network response and reshape its image in the mass. To achieve the ultimate goal of a better service to the people and the society,there has to be a role change of the current government from a regulatory to a limited one.
