摘要
当前,我国反恐怖斗争形势严峻、复杂、尖锐,疆外西部地区已成为"三股势力"、"东突分子"借道出境参加"圣战"的"中转站"、涉恐活动资金的"筹措地"、恐怖活动"滋生地",遭受恐怖袭击的现实威胁前所未有。暴恐犯罪活动不仅仅是简单的民族、宗教、地缘与人权问题,而是现代国际社会复杂环境中孕育、滋生的民族分裂、极端宗教、暴力恐怖"三股"势力共同作用而形成的反社会、反人类、反人性的社会恐怖事件。面对新形势、新挑战,我们必须将反恐怖工作作为维护国家安全常态化工作的重要内容,反恐怖工作领导小组成员单位要各司其责、各尽所能、明确目标职能、严格责任落实、通力协作、紧密配合,充分调动一切力量和资源,全面提高发现、打击、防范和处置恐怖活动的能力与水平。
At present, the anti-terrorism struggle in China is sever, complex and sharp. In the western region outside of Xinjiang, there were ＂three terrorist forces＂. The ＂East Turkistan＂ wanted to pass through ＂transfer station＂ and joined the ＂Holy War＂. They had their activity funds ＂Raised Area＂ and ＂breeding ground＂, and the real threats of terrorist attack are unprecedented. The terrorist attacks are the problems of a simple ethnic, religion, geographical and human rights, they also form in the modern international complex society for the purpose of ethnic separatist, extreme religion and violence, joining to the ＂three terrorist forces＂, made severe terrorist attacks against humanity, society and human beings. Facing to the new situation and new challenges, we must focus on it to maintain the national security; the group leasers for anti-terrorist must shoulder the responsibility, do their best, clarify the work targets and duties, cooperatively bring all forces and sources into full play, comprehensively improve the abilities and levels against terrorist attack in discovering, combating, preventing and tackling.
