协同治理:中国空心村治理的一种理论模型——以江西省安福县广丘村为例 被引量:31

摘要 研究目的:通过典型案例研究,探索"空心村"治理的理论基础及理论模型,为"空心村"的有效治理提供理论指引和案例参考。研究方法:案例分析法和实地调查法。研究结果:(1)协同治理是"空心村"治理的有效路径;(2)空心村治理既是空间结构的优化又是公共事务的治理,其理论基础由自然科学的协同论和社会科学的治理理论构成;(3)空心村协同治理理论模型包括多元化的治理主体、协同治理的宏观结构、微观结构及其运行机制等。研究结论:"空心村"协同治理理论模型能有效诠释并指导空心村整治实践,也为土地资源和农村公共事务治理提供了积极借鉴和参考。 The purpose of this paper is to explore a theoretical basis and model of governance for hollowed village's reconstruction by means of case study. We take Guangqiu village as an example and make a detailed study on the mode of cooperative governance for the hollowed village. Case study and field survey are applied in the paper. The results show that: 1)The mode of cooperative governance is an effective way for the hollowed village's consolidation; 2)Hollowed village's reconstruction governance is a way to optimize the spatial structure as well as govern the commons. Both synergy theory of natural science and governance theory of social science are the theoretical basis for the hollowed village's reconstruction; 3)The system of cooperative governance for the hollowed village's reconstruction which maybe a innovation model of governance in rural areas, include the diversified agents, macrostructure and microstructure of cooperative governance and the operating mechanism. This paper concludes that the theory of cooperative governance for the hollowed village's reconstruction can explain and guide its practice effectively. It is also a positive reference for the land resources and the rural public affairs governance.
