摘要
国内外学者很早就对住房空置和保障性住房分别进行了研究,随着十二五期间保障房的"井喷式"供给,对保障性住房空置的研究日益得到重视,目前主要的研究成果表现为:从保障性住房空置的原因看,强调保障性住房制度层面的缺失和保障性住房缺乏建设前期调研以及选址方面存在的问题。从保障性住房空置的解决对策看,主要从完善立法和制度层面规范保障性住房,同时注重保障性住房的选址和布局。未来的研究还具有较大的发展空间,要制定科学的保障性住房空置率统计计算方法,借鉴商品房空置率的研究成果和国内外经验对保障性住房空置的原因和对策展开深入研究。
Scholars at home and abroad have studied the vacancy rate and the indemnificatory housing early.As the development of the indemnificatory housing,the research on the reasons and countermeasures for the indemnificatory housing vacancy is becoming more and more attention.The main study results are as follows:from the perspective of the reasons,housing security system is imperfect and the lack of preliminary investigation and the location has problems;from the perspective of the countermeasures,mainly from the perfection of the legislative and institutional level to regulate the indemnificatory housing;meanwhile,to pay attention to the location and layout.Future research shall draw lessons from foreign experience to make a statistical calculation method for the indemnificatory housing vacancy rate and to research the problem of the indemnificatory housing vacancy deeply.
