摘要
特克斯县实施主体功能区试点示范建设,其根本目的是保护其优良的生态环境和改变其落后的经济发展现状。其路径一是要要摸清县域生态环境现状,细化生态系统和生态功能区域,明确生态功能和发展定位,制定科学的建设方案。二是要严格遵循守法原则、规划一致性原则和保护优先原则。三是提高认识,全面推进特克斯县域各县事业的科学发展。四是建立建立科学的评估、考核体系和机制。在全疆探索出一条生态环境得到有效的保护,经济得以健康、持续、良性发展的道路,到2020年和全国同步实现小康。
the principal functional region is constructed in Tekes County for pilot demonstration,with a fundamental objective to protect its good ecological environment and change the current situation of its backward economic development. The path for such construction is to,firstly,clearly identify the current status of the ecological environment within the county＇s territory,refine the ecological system and ecological function areas,clarify the ecological functions and development orientation and formulate a scientific construction plan; secondly,strictly adhere to the principles of legal compliance,consistent planning and prioritized protection; thirdly,promote awareness and drive forward the scientific development of the undertakings of various counties within Tekes territory in an all- round manner; and fourthly,establish scientific system and mechanism for evaluation and review. The goal is to explore an approach to the effective protection of ecological environment,the healthy,sustainable and positive economic development in Xinjiang and accomplishing a well- off society simultaneously with the country by the year 2020.
