摘要
雾霾污染制约了我国可持续发展。基于环境生产技术运用Malmquist指数构建了雾霾主要前驱物排放绩效指数,对2003-2013年我国30个省的雾霾主要前驱物排放绩效进行测度,并分析各地排放绩效的差异性和收敛性。结论:全国雾霾主要前驱物排放绩效整体为上升趋势,三大地区的排放绩效均有改善,东部最高,中部次之,西部最低,技术进步起主要作用。全国及三大地区的排放绩效具有收敛特征,西部地区收敛速度最快。不同省份的排放绩效及其分解指数具有差异性。
The haze pollution is restricting the sustainable development of our country. Based on the environment production technology,we constructed the main haze precursors emissions performance index by the Malmquist.The main haze precursors emission performances of 30 provinces in China from 2003 to 2013 were measured. Then the diversity and convergence of regional emissions performances were analyzed. The results show that main haze precursors emissions performance in China had been raising,the technological progress was the main source of the performance improvement. The main haze precursors emissions performance of three major regions in China were improved,characterized by the eastern region was the highest,the central region was the second,and the western region was the lowest. Emissions performances of the nation and the three regions were convergence in a certain degree,where the convergence rate of the western region was the fastest. The results of main haze precursors emissions performance and decomposition differed in different provinces.
