摘要
在社会主义市场经济条件下,民航运输企业追求经济利益最大化的市场行为,与国防运输任务的公益性形成较大反差,民航运输企业承担国防运输任务积极性有一定弱化。分析了存在的主要问题和原因,在此基础上,从任务上倾斜、政策上扶持、经济上补偿、保险上保障、制度上完善等方面,研究提出了相关政策制度建议,为有关部门制定相关政策提供参考。
In the conditions of the socialist market economy,all the civilian aviation enterprises are engaged in market activities to seek the maximization of their economic interests,which are in rather sharp contrast with the nature of the public interests of the transportation tasks for national defense,in which case the enthusiasm of civilian aviation enterprises to undertake transportation tasks for national defense is somewhat weakened.The main problems and causes in this aspect are analyzed in the paper,upon the basis of which some suggestions on working out corresponding policies and systems to favor them in assigning tasks,support them in policies,compensate them in economy,safeguard them in insurance and perfecting the corresponding systems are put forward here.The paper may serve as a useful reference for relative sectors in making corresponding policies.
