摘要
党委肩负党风廉政建设的主体责任,是由党的性质、党章赋予的职责、党的实践经验总结以及高校党委领导下的校长负责制所决定的。确保高校党委主体责任的落实,需要正确认识主体责任的内涵,理清党委与纪委的关系与权限,细化党委的责任分工。落实高校党委主体责任,要提高思想认识,敢于担责;要加强权力制约和监督,认真履责;要强化检查考核,坚持追责。
The entity responsibility of the party committee in colleges and universities in the implementation of the construction of an honest and clean Party and government is set by the Party＇s nature,the responsibility set in the Party Constitution,Party＇s practical experience summary and the principal accountability system under the leadership of Party. It＇s essential to understand correctly the connotation of the entity responsibility,clarify the relationship and authority between the Party Commettee and the Discipline Inspection Commission and refine the division of responsibility among the members of the Party Commettee in order to ensure the implementation of the entity responsibility. In the meanwhile,we should heighten the ideological understanding and dare to take responsibility,strengthen the power restriction and supervision and strengthen the inspection and assessment.
