摘要
"十三五"期间,浦东将把建设国家人才改革试验区作为人才发展工作的突破口。在拥有诸多先行先试政策的支持下,浦东应实施更开放的人才制度来吸引海内外高层次人才。在创新人才跨境交流、科研人才双向流动等方面,如何提升政策的实施效果,并在实施过程中不断完善优化政策,这是浦东人才制度不断优化应努力的方向。
During the period of " Thirteen Five",Pudong should make the construction of national talent reform experimental zone become the sally port of its talent development work.With lots of support from the pilot policy,Pudong should implement a more open talent system to attract highlevel talents at home and abroad.In terms of cross-border communication of innovative talents,bidirectional flow of scientific research talents and other aspects,enhance the effect of the policy implementation and optimize these policies in the process,which is the direction of efforts to continuously optimize Pudong's talent system.
