This article adopts the framework of Far Eastern international relations to examine the impact of Sino-Japanese and Soviet-Japanese relations on the negotiations over the Sino-Soviet Non-Aggression Pact from 1932 to 1937. Both China and the Soviet Union regarded Japan as their main threat in the Far East,so they gave policy regarding Japan first priority among their diplomatic policies in the region. Therefore, during the negotiations the two parties prioritized Sino-Japanese and Soviet-Japanese relations, with the result that the negotiations only saw intermittent progress over the course of five years. After the outbreak of total war between China and Japan in July 1937,in order to cooperate with the Soviet Union to resist Japan,China compromised and signed a non-aggression treaty with the Soviet Union. In short,China and the Soviet Union's respective policies toward Japan greatly affected the negotiations over the non-aggression treaty and the development of SinoSoviet relations.
