摘要
建设海洋法治文化对于海南建设海洋强省、加快国际旅游岛开发、推进海洋文化创新和促进人海和谐都有重要的时代价值。但法制建设不健全、宣传教育不到位、研究不充分、设施不完善的问题严重制约了海南海洋法治文化的建设进程。需要从路径探索角度,针对问题,寻求海南海洋法治文化建设的未来发展之路。
Establishing culture of ocean law has great time value in constructing wealthy and prosperous Hainan,accelerating the pace of developing international tourism island,and improving the creativity of ocean culture and the harmony between man and nature. However,many factors,such as the unsound legal system,inadequate propaganda and education,deficient research,and incomplete facilities,block the process of establishing the culture of ocean law in Hainan. Facing those problems,we are required to explore the path to establish culture of ocean law.
