摘要
为了应对我国能源系统面临的多重挑战，保障国家能源安全，能源革命势在必行。当前，受节能与碳减排等因素的双重约束，煤炭在我国能源格局中的基础地位受到质疑，减煤、控煤、弱煤等各种打压煤炭的论调不绝于耳。成功的能源革命至少应有四个维度的保障，即兼顾能源安全、环境效益、经济效益和社会效益，在传统能源与新能源竞相角逐的能源领域．我国的能源革命必须走符合中国国情的改革发展之路。煤炭作为我国的主体能源和重要的工业原料．其重要战略地位绝不能被忽视，在能源革命的浪潮中必须以绿色发展引领中国能源革命．在“去煤化”的外扰内噪中走清洁高效利用发展之路。日本2014年通过新的《能源基本计划》，重新确立了煤炭的重要战略地位，并提出加快和保障煤炭发展的几个重要领域。这也启示我国煤炭行业在经济新常态中，要着眼于煤炭的清洁高效利用．控制总量，化解过剩产能，提高煤炭使用效率，规范行业准入，发挥高标准示范效应，树立发展新思维，适应发展新常态．利用“互联网＋”跨界融合推动行业转型升级。
In order to cope with the multiple challenges faced by the energy system and to ensure national energy security,an energy revolution is imperative.Constrained by multiple factors such as energy saving and carbon emission reduction,the dominant position of coal in China＇s energy mix has come under question.Various appeals to reduce and control coal consumption have been made frequently.A successful energy revolution must have four dimensions of guarantee,namely,giving equal attention to energy security,environmental benefits,economic benefits and social benefits.In the energy sector where conventional and new energy compete with each other, China must take a path of reform and development that suits its specifics when pushing an energy revolution.As the primary energy source and an important industrial material,coal has a strategic position in China,which should not be neglected.The energy revolution must be led by ＂green development＂ and coal utilization must be clean and efficient.Japan＇s Basic Energy Plan passed in 2014 re-estab- lished coal as a strategic energy source and proposed several key areas to promote and guarantee coal de- velopment.Learning from Japan＇s experience,in the economic ＂new normal＂ , the Chinese coal industry should focus on the clean and efficient use of coal ,control the total consumption of coal ,make effort to reduce overcapacity,increase coal efficiency,standardize industry access,give full play to high-standard demonstration effect,adopt novel development idea to adapt to the new normal of development and utilize Internet ＋ cross-disciplinary cooperation to promote industry transformation and upgrade.
