摘要
利用2012-2014年重庆市医疗机构主要指标数据,对重庆市76家县级公立医院的运营效益、运营效率、偿债能力、成本管理能力、发展能力等进行描述性统计分析。结果显示:重庆市县级公立医院经济运行基本平稳,收入略大于支出,社会效益逐步增强,成本管理能力提升;但存在医药收支弹性小,运营效率内部分化,偿债能力和发展能力不足等问题。建议进一步推进医药价格综合改革,实施区域卫生规划,管控医院规模和强化功能定位,明确政府办医责任,量化财政投入标准。
The distribution of operating efficiency, solvency, cost management ability and development ability in 76 county-level public hospitals have been analyzed by using data from Chongqing medical institutions in 2012-2014. The results showed that the economic operation was basically stable, the revenue was lightly larger than expenditure, the social benefits gradually increased and the ability of cost management improved. But the medical returns elasticity is small, the operation efficiency was internal differentiation, the ability of solvency and development is insufficient. The further promoting of medical costs comprehensive reform, implementation of regional health planning, management of hospital scale, strengthening the function of positioning, clearly defined responsibilities for the government running medical institution, and quantitative financial investment criteria should be done.
