摘要
政治生态是一个地方政治生活现状以及政治发展环境的集中反映,事关党和国家事业的长远发展。优化政治生态,制度治党是决定性因素。要不断加强和完善党的制度,构建风清气正的政治生态。当前,要着力扎紧制度笼子,强化对权力的制约与监督,重点解决"一把手"专权问题;要着力深化干部人事制度改革,用制度选好用好干部,重点解决干部任用中逆淘汰问题;要着力用制度构建党内正常的同志关系,破除党内人身依附关系问题;要严明党的政治纪律和政治规矩,着力解决党内政治生活随意化、平淡化、庸俗化问题。
The political ecology is the concentrated reflection of the local political life status and the political development environment. It matters much to the long-term development of the Party and national business. Managing the Party with institution is the determining factor while optimizing the political ecology. The institu- tion should be constantly improved and strengthened so as to contribute a positive political ecology. Nowadays, the key problem is to tighten the cage of the institution, strengthen the restriction and supervision of power and solve the problem of top-leader authoritarian. The reform of the cadre and personnel system should be deep- ened so as to choose and use the good cadres with institutions and adverse selection problem should be solved. The normal relationship between the comrades should be built so as to break of personal relationship problems. The political discipline and rules should be firmed so as to solve the randomizing, plaining and vulgarization of the political life within the Party. In accordance with the requirements for be strict in Party discipline compre- hensively, to build a positive political ecology.
