摘要
城管作为一个具有中国特色的政治词汇近年来因各类极端事件而受到人们关注。一方面,由于缺乏执法依据、主要针对弱势群体、执法暴力野蛮等,它的合法性存在巨大危机;另一方面,城市的发展离不开城管,城管人员本身作为公职人员又面临巨大的生存压力和公众伦理谴责。因此,城管长期处于两难的困境。站在行政伦理的角度,客观地剖析城管及其困境,认为城管所陷入的困境并不是城管人员素质低下带来的,也不是由于行政伦理固有的局限性带来的,根本上是城管这一项制度上的困境。
Municipal administration as a political terms with Chinese characteristics by people because of all kinds of extreme events in recent years. On the one hand, because of the lack of law enforcement basis, mainly for vulnera- ble groups, such as law enforcement to brutal, but there is a huge crisis ; its legitimacy the development of the city, on the other hand, leave the urban management, urban management personnel as a public officer and great survival pressure and the public ethics. Therefore the municipal administration dilemma is for a long time. Standing in the perspective of administrative ethics, this article objectively analyzes the municipal administration and its difficul- ties, thinks of the watch in the plight of the municipal administration personnel quality is low and not, nor because of the inherent limitations of administrative ethics, is fundamentally the plight of municipal administration on this system.
