摘要
我国基本药物大包装政策实施过程中存在的主要问题是实施范围小、生产企业的生产意愿受到影响、医院采购积极性低等。建议尽快制定行业规范,加大政策引导力度,如在药品招标环节给予政策优惠以提高大包装生产企业积极性;在药品使用环节,将基本药物使用作为对医疗机构的考核指标,促进医疗机构采购积极性;加强监督监管,提高基本药物质量,关注环保因素,保证大包装政策的顺利实施。
There＇re some problems in process of implementing the policy of large package of Essential Drugs,such as little scope in domestic,non- enthusiastic drug manufacturers and initiative lowly hospital procurement. We suggest accelerating the development of industry standards in the first step,and intensifying policy guidance at the same time. We can make incentive policies in drug bidding links and introduce the Essential Drugs usage as a medical institution assessment indicator. Furthermore,strengthening supervision,improving the quality of Essential Drugs and concerning about environmental factors are also the methods to ensure the policy implementation.
