摘要
国际卫生安全形势日益严峻,口岸卫生检疫部门应逐步重视风险分析在卫生检疫工作中的实际应用,以有效保卫国门卫生安全。卫生检疫风险分析首先要确定风险因子,在收集资料后,选取不同形式的风险评估方法,建立指标评价体系、确定风险因子权重,对风险因子进行综合危害性分析,有效提高了口岸卫生检疫针对性,降低了公共卫生风险。近期常用于风险评估的技术方法主要有识别评价法、问卷评价法、专家咨询法、logistic回归与多重线性回归、趋势面分析法等。口岸卫生检疫部门应不断探索风险评估技术方法,按照风险评估结果进行风险管理,结合风险评价和风险交流,以有效保证卫生检疫工作质量的持续提升。
The practical application of risk analysis in sanitary and quarantine work should be put more attention under the increasingly severe international health security situation in order to defend the port health and safety effectively. Risk analysis in health and quarantine must first determine the risk factors,after collecting and analyzing information,then select the suitable method of risk assessment to establish index evaluation system and determine the weight of risk factors. by comprehensively hazard analysis of risk factors,the targeted port health quarantine can be effectively improved and the risks in public health can be continuously reduced. Recently,different kinds of technical methods of risk assessment are taken mainly include identification evaluation,questionnaire evaluation,expert consultation,logistic regression,multiple linear regression,trend- surface analysis and so on. On the basis of the results of the risk assessment,risk management and continuous improvement of risk assessment methods could be done by health and quarantine departments,and accordingly the continuous improvement of health and quarantine work quality could be guaranteed when combined with risk assessment and risk communication.
