摘要
本文试图从国外环保NGO的发展历史着手，探寻环保NGO的一般运作传统。借助“社会质量”理论来论证环保NGO参与环境治理的意义。在总结美国、澳大利亚、日本国外环保NGO的具体运作特点基础上形成对国内环保NGO的发展参考。
Basing on the developing processes of environmental NGOs in foreign countries, this article tries to seek a traditional operating pattern for domestic environmental NGOs. With understanding ocial quality theory, the significance of environmental NGO in environmental governance was discussed. The operating patterns of environmental NGOs in USA, Australia and Japan which were summarized in this article, provide examples for domestic NGOs development.
