摘要
通过访谈关键知情人获取资料,旨在了解南京地区医疗责任保险的实施情况。结果显示,在政府强力推动、科学制定方案、配套人民调解等多种举措下,南京地区医疗责任保险取得的突出成效有公立医疗机构全覆盖、操作流程日益完善、促进平安医院创建。但还存在突出的问题,如保障范围不大、保费厘定较粗、服务能力欠缺、发展前景乏力。因此,还需要进一步在完善制度设计、动态保费调整、简化理赔流程、立法强制实施、加强风险防范等方面下功夫。
In order to understand the implementation of medical liability insurance （MLI） in Nanjing, some key insiders were interviewed. The result showed that the medical liability insurance was promoted by the city government with the scientific policy-making and coordination with people＇s mediation. Therefore, MLI had achieved some outstanding effectiveness such as the coverage of all public hospitals, the sound procedure and contribution to the building of peace hospital. However, MLI also led to some problems, including the limitation of the coverage, the rough setting of premium, the low service competent and the subdued development prospects. In conclusion, MLI needed improvements in system design, the dynamic adjustment of premium, simplifying the claim process, legislation and strengthening risk management.
