摘要
发展林下经济是农林结合,促进农业和林业协调发展的重要举措,但农户发展林下经济意愿受到各方面因素影响。运用Probit模型,以农户行为理论为基础,利用福建省三明市220户农户的调查数据,从微观层面分析福建省农户发展林下经济意愿的影响因素。研究结果表明:户主年龄、户主文化程度、林地面积以及距县城距离等因素对农户发展林下经济意愿具有显著的影响,在此基础上,提出积极推进林业土地流转,支持退耕还林工程;加大林下经济宣传力度,发展适合当地的林下经济产业;提高农民的受教育程度,科学助林;尽快完善林下经济风险保障和补偿机制,优化信息获取渠道等政策建议。
Under-forest economy is an important way of the combination of agriculture and forestry and the coordinated development of agriculture and forestry. But,the farmer choice on developing under-forest economy is affected by various factors. In this paper,the Probit Model is applied,according to the farmer behavior theory and based on the data from a survey of 220 farmer households in Sanming,Fujian Province,the factors affecting farmers willingness to develop under-forest economy in Fujian Province are analyzed at micro-level. The results show that the ages and education levels of householders,forest area and distance away from cities have significant effects on farmers＇ willingness to develop under-forest economy. Thus,the policies are proposed to actively accelerate forestry land circulation and support the project of returning farmland into forest or grasses,to strengthen publicity and develop underforest economy under local conditions,to improve farmers＇ education and develop forestry by science,to perfect security and risk compensation mechanism,and to optimize channels for information obtaining.
