摘要
文化产业是我国确立的战略性支柱产业。与其他产业相比,小微文化企业在文化产业中占据的比重更大,不但成为推动产业发展的重要力量,而且对于保持文化多样性、催生创意创新具有更大的作用。文章结合我国扶持小微企业发展的若干政策措施,重点分析我国小微文化企业的行业特殊性及显著特征。同时,文章提炼出文化产业小微企业的成长需求,并提出除了刚性的政策措施之外,还应着力构建培育此类企业的成长环境:社会环境应着力构建文化宽容度、人才多样性和地方认同感要素,企业内部应着力构建具有创意支持性与挑战性的企业环境、推动员工智力激荡和创意提升的团队氛围、认可与鼓励员工创意绩效的要素。
Cultural industries have been identified as strategic pillar industries in China. Small and micro enterprises (SMEs) account for a significant percentage in cultural industries, which not only power the development of the industries but promote cultural diversity and cultivate creative thinking. This paper focuses on the specialties and characteristics of cultural SMEs from the view of production factors and analyzes the gains and losses of current policies related to SMEs; based on the analysis, this paper claims that cultural SMEs need not only rigid policies but flexible growing environment, tolerant outside climate, and challenging creativity-supportive inside atmosphere.
