摘要
依据水利部水资源司《地下水开发利用控制红线实施方案(2010—2015年)》及水利部长江水利委员会、珠江水利委员会分配给湖南省地下水资源开发利用总量控制指标,用三种方法计算确定湖南省各功能区及各市(州)、县行政区地下水开发利用红线控制指标,推荐采用其中的第二种方法。研究提出了湖南省地下水开发利用红线管理的对策及保障措施。
In accordance with the Implementation Plan for Groundwater Exploitation and Utilization Control Red-Line（2010-2015） of the Department of Water Resources of the Ministry of Water Resources and the index of total quantity control over Hunan provincial groundwater exploitation and utilization allocated by the Changjiang Water Resources Commission and the Pearl River Water Resources Commission, three methods are adopted to calculate and confirm the index of red-line control over groundwater exploitation and utilization in functional areas, administrative districts of cities（prefectures） and counties of Hunan Province, and the second method is recommended to be adopted. The paper puts forward red-line management measures and safeguard measures for groundwater exploitation and utilization of Hunan Province.
