摘要
介绍了江汉平原自然地理及历史文化等基本情况、区位优势和战略地位,针对江汉平原水资源、水环境、水生态、水灾害问题以及三峡水库蓄水运用和南水北调中线调水对江汉平原水安全带来的新挑战,从健全防洪减灾体系、加大水生态保护与修复力度、优化水资源配置、提高水资源管理效率与水平等方面提出解决江汉平原水安全保障的基本思路。
The paper introduces the basic information of Jianghan Plain including physical geography and historic culture and its regional advantage and strategic position. For the problems of water resource, water environment, water ecology and water disaster in Jianghan Plain as well as new challenges from the impoundment of Three-Gorges Reservoir and the central-line water diversion in the South-to-North Water Diversion Project to water safety in Jianghan Plain, the paper puts forward the basic thinking of safeguarding water safety in Jianghan Plain in such aspects as perfecting the flood prevention and disaster mitigation system, intensifying the strength of water ecological protection and restoration, optimizing water resource allocation, raising management efficiency and level of water resource.
