摘要
审稿是决定稿件取舍和保证刊物质量的一个极其重要的环节。目前,我国大多数高校学报都实行了责编初审、专家复审和主编终审的三审制。其中,专家复审是编辑部决定篇稿件是否刊用的重要依据乃至决定性依据,审稿专家的选择也就显得至关重要。在当今不少在职审稿专家因忙于管理、教学、科研等工作而时常不能及时完成审稿工作进而影响整个编辑出版工作的情况下,高校学报编辑部聘用一定比例的离退休专家审稿不失为一个明智的选择。
Examining and approving manuscripts is a crucial step from which the acceptance or rejection of a manuscript is decided and the quality of a journal can be guaranteed. At present, the three-step censoring system is widely applied by the majority of the journals in China. Namely, the first censoring is done by the editor in charge, the second by experts, and the third by the editor in chief, among which the second is the important and even decisive ground for the acceptance or rejection of the manuscript; as a result, the choice of the acceptance or rejection of the manuscript made by experts becomes extremely important. Nowadays, many on-job experts are so busy with such affairs as administration, teaching and scientific research that they cannot finish their examining and approving manuscripts in time, which affects editing and publishing of papers. Therefore, it is a wise choice for the editorial department of university journal to employ a certain proportion of retired experts for examining and approving manuscripts.
