摘要
对开发区土地集约利用情况进行评价,可以为开发区土地可持续利用和开发区转型升级提供依据。以国土部《开发区土地集约利用评价规程》要求为基础,结合新常态经济特征,构建了新常态下开发区土地集约利用评价体系。分别使用两种评价体系对成都经济技术开发区土地利用集约度进行了对比,结果表明:(1)原有规程评价体系不能完全适应新常态下经济发展要求,改进后的新常态评价指标体系更能全面反映情况;(2)新常态下成都经开区在土地利用状况、要素投入质量、产业结构优化等方面存在不足。成都经济技术开发区应提高土地集约利用度,加快开发区转型升级。
Evaluating land intensive utilization can provide evidence to land sustainable use and transformation of development zone.Based on Development Zone Land Intensive Utilization Evaluation Procedures(trial implementation2014)and integrated"New Normal"economy characteristics,the thesis managed to build a development zone land intensive use evaluation system under"New Normal"background.Using Development Zone Land Intensive Utilization Evaluation Procedures(trial implementation2014)and"New Normal"development zone land intensive use evaluation system,the thesis exerted 2evaluations on the land intensive use degree of Chengdu Economic Technological Development Zone.The comparative results indicated that:(1)the evaluation system of original procedures can not meet the demand of"New Normal"economy,but the improved"New Normal"evaluation system can fully and comprehensively reflect the tendency of land intensive use under background of"New Normal";(2)Under"New Normal",there are some faults in land use,resources factor input quality,industrial structure improvement in Chengdu Technological Development Zone.Hence,Chengdu Technological Development Zone needs to improve land intensive use degree and accelerate its transformation and upgrading.
