摘要 为制定和完善基本公共卫生补偿制度提供建设性的参考建议,运用期望理论、强化理论等,构建激励综合强度模型,其分析结果显示:不同补偿方式实施效果存在差异,财政政策、激励因子和激励相容性等对激励综合强度具有影响作用。对此,认为应:加大公共卫生经费投入和公共卫生服务供给监管力度,科学测定筹资水平和补偿标准,发挥激励因子的促进作用。 To provide constructive suggestions for developing and improving compensation of basic public health, a incentive comprehensive intensity model is built by expectations theory and reinforcement. It is shown that different compensation ways have different implementation effects, and fiscal policy, incentive factors, and incentive compatibility has an impact on incentive comprehensive intensity. Based on the results, this paper proposes to increase the financial input and supervision of public health services, determine funding level and compensation standard scientifically, and make incentive factors play a role in promoting.
