摘要
近年来,我国众筹平台与项目层出不穷,同时却面临着法律监管体系不完善、风险防护措施单薄、投资者盲目性较大等问题,严重限制了我国众筹的发展。而政府主导的众筹模式能很大程度上解决以上问题,因此,探索由政府主导的众筹模式具有很强的必要性。结合我国众筹现状探索性地提出政府主导众筹的四种模式:政府名义捐赠与赞助式众筹模式、政府代理的预售型众筹模式、政府担保的借贷型众筹模式以及政府入股式股权融资众筹模式。
As a new way of financing, the crowdfunding has a lot of advantages and favored by countries all over the world.In recent years, the crowdfunding platform and project like bamboo shoots after a spring rain emerge in an endless stream.On the other hand,all the crowdfundings are faced with problems,such as：legal and regulatory system is not perfect;weak risk prevention measures;investors are not rational.These problems severely restricted the healthy development of crowdfundings in our country.But can largely solve or alleviate the above problems, so it＇s very strong necessity to explore the crowdfunding pattern under the lead of government.Combined with the specific situation of our crowdfunding,this paper tentatively,puts forward four modes of crowdfunding pattern under the lead of government：On behalf of the government of donation and sponsorship of the crowdfunding pattern;the pre-sale type crowdfunding pattern agent by government;loan type crowdfunding pattern guaranteed by government;the government shares of equity financing crowdfunding pattern.
