摘要
警务模式如何能满足虚拟社会的发展需要,公安部门在社会治理过程中,如何提高网络安全防控水平,强化虚拟警务效用,有效地维护虚拟社会稳定,乃是公安部门所面临的亟待解决问题。本文基于非平衡自组织警务管理思想,提出了虚拟与现实的映射-反演理论,初步建立了基于警务信息技术与警务管理方法相融合的警务计算模式,从理论与实践两方面论述了虚拟社会警务管理的可实现运行机制,以期为虚拟社会警务工作和治安防控体系的信息化、科学化提供必要的决策支持。
How can the policing model meet the needs of the development of the virtual society, how to improve the level of network security prevention and control, to strengthen the effectiveness of virtual police, to effectively maintain the stability of the virtual community, is an urgent problem faced by public security departments in the process of social governance. Based on the idea of non-equilibrium and self-organization police management, this paper puts forward the mapping inversion theory of virtual and reality, the initial establishment of IT-based policing and police management integration of policing computing model, and the realization of the virtual community policing management in two aspects： theory and practice, in order to provide the necessary decision support for the information and science of the virtual social police work and the public security prevention and control system.
