摘要
安徽作为最早全面推行权力清单制度的省份,率先公布省级权力清单,之后各市县也有序推进权力清单制度,并且配套实施了责任清单制度,属全国首创,取得了阶段性成效。文章从推行权力清单制度对构建法治政府的重要意义为视角,叙述当前安徽省权力清单制度与责任清单制度实施的现状,探讨如何进一步优化权力清单制度和责任清单制度地实施。
As the earliest fully implementing power lists system, Anhui province firstly discloses provincial level power lists, later, cities and counties in Anhui are also pushing it and supporting the implementation of responsibility lists system, which is a national initiative, and periodic effect has been achieved. From the perspective of the importance of implementing power lists system to the construction of the government of the rule of law, this paper describes the present situation of power lists system and responsibility lists system in Anhui, and explores how to further optimize their implementation.
