摘要
"十三五"规划明确了今后扶贫工作的重点为精准扶贫。对精准扶贫工作效果进行科学评估、提出相应的策略调整,对加快我国反贫困事业将起到积极的推进作用。通过对目前贫困项目绩效评估研究的四种典型方法比较,得出结论:虽然综合评估方法既可以从定性的角度把握扶贫项目是否合乎规定与制度,又可以通过大量的数据统计和模型分析评估项目绩效,令评估结果更具说服力,但是现有的综合评估方法大都缺乏普遍适用性。因此,开发适用性更广泛的综合评估新方法将是今后此类问题研究的重点。
The CPC central committee and the state council formulated ＂thirteenth five-year ＂ national economic and social development planning, pointing out that in the future national and local government＇s poverty alleviation work will focus to the accurate poverty alleviation. Making scientific evaluation for accurate poverty alleviation and putting forward the corresponding adjustment strategy, those works will play a positive role in speeding up the national and regional anti-poverty. The author compares the four typical methods which are the current research about poor project performance evaluation and draws the conclusion, the comprehensive application of the evaluation results is more convincing, but these measures are lack of universal applicability. So developing new comprehensive assessment method will become the future research emphasis of this problem.
