The New Model of Smart City Construction Based on the Perspective of Information Value Chain

摘要 从概念提出到落地实践,从风险评估到建设全程跟踪监管,关于智慧城市规划和建设的探讨从未停止。研究将城市建设视为一个信息市场,构建以"信息价值链+智慧城市"为主体的智慧城市建设模式,系统性探究了智慧城市建设过程中"生活实验区"和"创新区"的协调运行机理。该模式将城市中政府、企业及公众置于同一平台下,实现各方资源的高效利用,解决了智慧城市建设中科技创新与社会发展深度整合、信息化与城市化高度融合两大难题。 From concept to practice,from risk assessment to the construction of tracking supervision,the research about planning and construction of smart city never stops. In this paper,the construction of the city is regarded as an information market,and we structure a smart city construction mode which is based on the"information value chain + smart city"as the main core of the system,and the living lab and innovation district can operate coordinately in this mode. The government,enterprises and the public are on the same platform and all resources are used efficiently. This model can solve two kinds of difficult problems in the process of smart city construction: the deep integration of science innovation and social development,the high fusion of informatization and urbanization.
