摘要
本文通过对2003年4月到2014年12月国内权威媒体公开报道并在网络空间形成强大网络舆论,从而引发行政官员问责的128个突发公共事件的研究样本进行整理和统计,以问责事件领域、问责领导职级、问责处理方式、行政问责渠道、问责领导复出等5个方面作为分析维度,以实证的视角探寻突发事件网络舆情的发展规律以及行政问责的发展特点和问题不足,进而为我国突发公共事件的行政问责制的完善提出路径选择和对策建议。
According to the 128 cases of accountability triggered by public emergency from intemet public opinion, which had been reported publicly by authoritative media from April 2003 to December 2014, this paper collected and reorganizes these relatively statistical objects. The analysis is based on five aspects, including fields of administrative accountability, leadership levels of administrative aceountability, punitive measures of administrative accountability, gathering resources of administrative ac- countability and appointment mechanism of accountability officials. By the research perspective of quantitative analysis, this paper proposed communication mechanism of internet public opinion, some characteristics and problems about administrative accountabil- lty , and then put forward some corresponding countermeasures and suggestions about the development of administrative accoantabil-ity in public emergency.
