弱排名激励的社会学分析--以环保部门为例 被引量:124

A Sociological Analysis of Weak Ranking Incentives——Taking Environmental Protection Agencies as an Example

摘要 通过近距离观察某市环保局连续3年的年终考核过程,分析弱排名激励形成和长期存在的原因。完成任务逻辑、激励逻辑和政治联盟逻辑之间序贯作用的政治过程,是弱排名激励的形成过程。弱排名激励之所以长期存在且具有效力,是因为相比强激励,它形式上满足外在科层要求,而实质上可在内部作出调整,保证灵活的权威支配,兼具适应性和自主性。另外,弱排名激励还有助于促进同级合作而非过度竞争、塑造上下级的松散关联而非紧密关联、避免外在激励过度排挤内在激励。 We have made a close observation of the course of year-end assessment by an environmental protection bureau in three consecutive years in a certain city,emphatically analyzing the cause both of formation and long-term existence of weak ranking incentives.The political course to complete the sequential application between task logic,incentive logic and political coalition logic is the process of formation of weak ranking incentives.Moreover,weak ranking incentives have existed and been effective for long just because in comparison with strong incentives,it can satisfy external bureaucratic requirements in form,while can be adjusted inside in essence,ensuring flexible authoritative dominance and meanwhile showing adaptability and autonomy.Besides,weak ranking incentives are also helpful in facilitating cooperation at the same level rather than excessive competition,shaping loose connection between higher and lower levels rather than close relationship,and avoiding external incentives from excessively supplanting internal ones.
