摘要
建设丝绸之路经济带和21世纪海上丝绸之路,是以习近平同志为总书记的党中央作出的重大战略决策。去年12月,总书记在江苏考察时明确指出,江苏处于丝绸之路经济带和21世纪海上丝绸之路的交汇点上,要按照统一规划和部署,主动参与"一带一路"建设,放大向东开放优势,做好向西开放文章,拓展对内对外开放新空间。江苏建设"一带一路"交汇点,区位优势明显,开放条件优越,政策环境良好,经济社会发展基础扎实。但同时,江苏推动新一轮开发开放仍然面临不少瓶颈制约。贯彻落实好习总书记重要指示精神,要紧密结合江苏实际,明确总体思路和战略定位,突出关键举措,通过健全协作机制,加快形成区域联动合作共赢新局面;通过推动基础设施建设,构建综合交通运输体系;通过突出优势产业的带动作用,全面提升经贸合作水平;通过促进投资贸易便利化,加快建立开放开发新体制;通过加大载体平台建设力度,更好发挥先行带动效应;通过优化生态人文环境,加快开创可持续发展新境界,努力将江苏建设成为"一带一路"战略实施先导区、国家东中西区域合作示范区、开放型经济发展新高地、服务新亚欧大陆桥经济走廊的自由贸易区,为我省乃至全国增创开放型经济新优势作出新贡献。
To construct the Silk Road Economic Belt and the 21st-Century Maritime Silk Road is an important strategy proposed by the Central Committee of the Chinese Communist Party with Comrade Xi Jinping as General Secretary.The General Secretary pointed out in December last year that Jiangsu as the intersection of B＆R should follow the unified planning and deployment,play an active role in expanding the new space in the internal and external by strengthening the open superiority to the east and paying efforts to open the west.Jiangsu has the advantage of geography,the better open condition,good policies,and the strong foundation for economic and social development,but,there are still many bottlenecks.So some critical measures must be highlighted according to the important instruction from General Secretary Xi and the reality of Jiangsu.By improving collaboration mechanism,a new situation of the region linkage and win-win development is accelerated.By the basic facilities construction,the comprehensive transportation system is built.By playing the driving effect of the superiority industry,the level of economic and trade cooperation is fully promoted;By facilitating investment and trade,we can speed up building a new system of the development and openness.By enhancing the construction of platform,we can better play a vanguard and exemplary role.By optimizing the ecology of human environment,we can start a new boundary of the sustainable development.In a word,all efforts are aimed at working hard to make Jiangsu to be the precursor of B＆R,the demonstration area of regional cooperation in east,central and west of China,the highland of open economy and the free trade area serving the economic corridor along the New Eurasian Continental Bridge,and thus make new contributions to new advantages of open economy in Jiangsu and even in the whole country.
