摘要
[目的]了解广西地(市)级和县(市)级卫生行政部门卫生应急能力现状及存在的问题,提出改进对策。[方法]2013年采用普查方式对广西14个地(市)和75个县(市)卫生行政部门以及承担应急工作的主要机构进行问卷调查。[结果]21.43%地(市)和30.67%县(市)有由编制部门设置的卫生应急办公室;所有的地(市)和98.66%的县(市)均组建卫生应急队伍;78.57%地(市)和76%县(市)制定了卫生应急物资储备管理;78.57%地(市)和89.33%县(市)都制定卫生应急培训年度计划;所有地(市)卫生应急宣传工作和卫生应急处置工作;57.14%地(市)和68%县(市)将突发事件卫生应急处置纳入因公致病、残、死的补助和抚恤等制度保障范围。[结论]广西地(市)级和县(市)级的卫生应急体系已基本建立,14个地(市)的卫生应急能力较好于县(市),地(市)级和县(市)级的应急能力建设需进一步加强。
Objective To know health emergency capacity situation and problems of city and county health administrative bureaus in Guangxi, put forward some suggestions to improve the ability of health emergence construction. Methods 14 cities and 75 counties were surveyed by questionnaires in 2013. Results 21.43% of city governments and 30. 67% county governments had set up health emergency otfices drafted to cope with the emergencies. All city governments and 98.66% county governments had formed the health emergency team. 78.57% city governments and 76% county governments had established health emergency stockpile management system. 78.57% city governments and 89.33% county governments had emergency health annual training planning. All government had carried out the propaganda to work for health emergency and the health emergency disposal in a timely. 57.14% city governments and 68% county governments brought the health emergency into subside and pension system of pathogenesis, cripple and death on duty. Conclusions The health emergency system in Guangxi has been basically estab- lished, and the city emergency health construction is better than counties＇. However, the construction of cities and counties emergency needs to be strengthened.
