摘要
政策措施在促进我国科技型中小企业专利权质押融资过程中发挥了重要作用,使该项融资业务在短期内迅速发展。目前我国专利权质押现状并不乐观,差异的地区分布显示出政策的不足。为此,政府要高度重视专利权质押融资功能并积极出台扶持性政策,针对产业周期不同的企业合理安排贷款期限和贷款额度以缓解企业融资瓶颈,同时增强政策的法制效力和约束力。
Policies and measures play an important role in promoting China’s SME patent pledge financing process,so that the financing business developed rapidly. At present,the status of patent pledge in our country is not optimistic. Regional difference in distribution shows the shortage of policies. Therefore,the government should pay more attention to the function of patent pledge financing,and introduces supportive policies actively. For different cycles of industrial enterprises,the government should arrange the loan and credit lines rationally to ease corporate financing bottlenecks,while enhancing the legal effectiveness and binding of the policy.
