摘要
随着全面深化改革强度和频度的增加,干部不适与拒斥逐渐显性化,部分干部"为官不为",如何培育"改革促进派"成为高层领导和学者高度关注的议题。基于个别访谈、问卷调查法,通过挖掘一手资料,对"改革促进派"干部的内涵现状进行梳理,对其影响因素进行分析,并从高层领导坚决推进、合理调整利益格局、加强沟通达成改革共识、营造崇尚改革的政治生态等方面提出对策建议,为营造想改革、谋改革、善改革的党内政治生态提供理论参考。
With the increasing intensity and frequency of deepening the reform comprehensively, many cadres feel uncomfortable or even reject the reform by administrative omission. How to cultivate "Reform Promoters" becomes an important issue and has drawn lots of attention from senior leaders and scholars. This article will sort out the connotation and status of current "Reform Promoters" cadres via methods such as individual interview and questionnaire survey, then analyze major influencing factors on their behavior based on first-hand data. Based on our study, we will propose corresponding cultivation measures, so as to provide theoretical reference for improving the political ecological environment.
