摘要
城市外交是当前中日韩三国合作中的重要组成部分。本文从国际、国家和地方三个层次考察中日韩合作中城市外交的发展动力,发现全球化、国家激励和地方主导三个因素共同推动着中日韩城市外交的发展。在保持友好城市双边交往的基础上,中日韩通过建立论坛机制、搭建协作平台等形式,将友城外交推向深入,并积极发展基于议题领域的跨国城市网络,推进城市外交发展模式的完善。目前,中日韩城市外交在加强沟通、完善全球治理、塑造区域认同方面发挥着积极作用,同时也受制于东北亚政治局势以及城市外交本身的限度。加强在观念、机制和能力层面的持续建设,是中日韩未来城市外交稳步推进的重要路径。
City diplomacy is one of the major forms of current China-Japan-South Korea trilateral cooperation. This article provides a framework for analyzing the motivation of city diplomacy within China-Japan-South Korea trilateral cooperation. It points out that the pursuit of international interests, national interests, and city interests increase the willingness of cities in these three countries to conduct diplomacy while their capabilities are strengthened by relevant laws, policies, and city functions. As for the modes of city diplomacy, besides traditional bilateral city-twinning activities, the three countries have developed forum mechanisms and cooperation platforms, as well as issue-based transnational city networks. City diplomacy within China-Japan-South Korea cooperation framework has played an important role in fostering communication, facilitating networked governance, and shaping identity, while restricted by some elements. To better promote city diplomacy within China-Japan-South Korea cooperation, a consistent construction of conception, mechanism, and capability is needed.
