摘要
全民参保登记计划是社会保险全覆盖的基础性工程。关键是瞄准中小微企业、灵活就业人员、农民工、城乡居民等重点单位和人群,通过社保法制宣传等调动登记对象积极性,实现主动参保登记;充分利用云计算大数据等技术,提高效率,实现动态精准登记,确保单位和个人登记信息的完整准确和一致。参保登记是手段,基金应收尽收是关键,保证各项社会保险待遇的精准按时足额支付是目的。
Registration for universal insurance plays a fundamental role in ensuring the full coverage of social insurance systems. The critical point lies in the following steps： targeting the key units, people in medium, small and micro-sized businesses, flexible employees, rural-to-urban migrant workers, and rural and urban unemployed residents to mobilize their initiatives and willingness to registry by means of social security law and regulations publicity therefore to achieve the goal of active participating; and taking full use of technologies, such as cloud computing and big data to increase registration efficiency and to ensure accurate dynamic registration and the completeness, accuracy and consistency of the registered information from both organizations and individual participants. The relationships of above steps are such as that registration for universal insurance is a tool, and collecting all the due contributions is a key point, to ensure various social insurance benefits delivered on time, in full amount and without any errors or omissions to all eligible oarticinants
