摘要
长江经济带横跨我国的东中西三大部分,是全国发展格局中的重要发展轴线。三峡库区位于长江上游,既是长江经济带的重要组成部分,又是国家级连片贫困地区。其如何抓住长江经济带建设机遇既关系到国家长江经济带建设、"一带一路"开放战略的实施和重庆市、湖北省城乡统筹发展,也关系到库区能否就此实现产业转型升级和提升生态文明水平,从而实现经济腾飞。但由于库区基础设施薄弱、产业发展滞后、城镇化水平较低、要素聚集能力不足、移民安稳致富压力较大,而且特殊的地理区位决定了其产业发展面临高于一般地区的生态环保要求,对更好地融入长江经济带建设形成较大障碍。因此,应通过加强库区铁路、高速公路和港口等基础设施建设,将库区重要节点城市建成区域性综合交通枢纽,大力推进新型城镇化和新型工业化,积极有选择地承接产业转移,建立有效的库区区县协同发展机制等措施来促进库区更好地融入长江经济带。
The Yangtze River economic belt crosses three parts of China and it is on the development axis of China＇s strategic development plan. The Three Gorges Reservoir area is located in the upper Yangtze River, an important part of the Yangtze River economic belt and also one of the national contiguous poverty-stricken areas. How to take the opportunity for the Three Gorges Reservoir area is not only related to the implementation of the national strategy of ＂One Belt and One Road＂, hut also related to the reservoir area＇s economic take-off. However, the Three Gorges Reservoir area faces some changes during the economic development process, including weak infrastructure, lagged industry development, low urbanization level, inability to attract key production factors, high pressure to reduce the poverty level of the Three Gorges Reservoir migrants, and strict ecological and environmental protection constraints. To better integrate the Three Gorges Reservoir area into the Yangtze River economic belt, this paper suggests： 1） to strengthen the reservoir area＇s railway, highway and port infrastructures to create an important regional integrated transport hub in the Three Gorges Reservoir area; 2） to vigorously promote the new urbanization and industrialization; 3） to selectively undertake industry transfer; and 4） to establish an effective mechanism for the joint development of the reservoir area counties.
