摘要
在《风景名胜区条例》明确了景区控制性详细规划法律地位的背景下,本文针对山岳型景区资源游赏度低、游线单一、游赏利用需求日益突出等的特征与现实存在的保护与游赏难题,提出并探讨了山岳型景区控制性详细规划编制的思路。具体从保护景区、引导利用、实施管理的角度,着重从"深入展开风景资源价值与发展目标的分析与判断;全面引入多层次景源调查分析的景点挖掘与重塑;深入落实系统分析基础的整体保护与设施完善相结合的用地规划;全面开展体系完善与便于操作的景区图则控制体系"4个方面进行了实践探索。
In the background that the Regulations for Scenic Areas clearly defines the legal status of the regulatory plan for scenic areas, this paper discusses the regulatory planning compilation of mountain scenic area on the basis of the contradiction between the increasing more tourists and the existing protection requirement, as well as few attractions and inconvenient tourism routes. In detail, from the perspectives of scenic area protection, guidance and utilization, and implementation management, the paper focuses on the following four aspects： analysis on the value and development of landscape resources; introduction of scenic resource survey and remodeling; the land use planning implementation based on overall protection and facilities improvement; and the full enforcement of a systematic and user-friendly plan control system of the scenic area.
