摘要
建设创新型国家要重视推进欠发达地区创新发展,欠发达地区由于在资本、人才、技术、市场等创新要素上先天不足,必须走一条与发达地区不同的创新发展之路。培育创新势力可以破解欠发达地区要素瓶颈,是欠发达地区创新发展的必然选择。欠发达地区只要坚持立足实际,加快完善创新基础平台,加强中试服务基地建设,推进集群式创新,就有可能在创新势力带动下追上发达地区。
The key point for building up an innovative country is to promote innovation of underdeveloped areas. Since the deficiencies of innovative elements（capital, talent, technology, market） in underdeveloped areas, it is necessary to explore a different approach for underdeveloped areas instead of copying the way of developed areas. Fostering innovation forces can break the bottleneck factors for underdeveloped areas and even make breakthrough in regional innovation. Underdeveloped areas should adhere to the actual situation, accelerate the improvement of building innovation-foundation platform, strengthen the building of technology-based test, promote cluster innovation, and foster the sphere of regional innovation power. Only in this way can underdeveloped areas catch up with the developed areas.
