摘要
在《禁毒法》实施以后,我国强制隔离戒毒工作坚持以人为本,逐渐实现了由"重惩罚、轻戒毒"向"重戒毒、轻惩罚"的转变,取得了可喜的戒毒成果。但戒毒人员管控困难、戒毒资金难以保障、矫治手段较为单一、就业安置力度不够等现实难题,给当前强制隔离戒毒工作的开展带来极大困扰。因此,坚持优化管理模式,建立戒毒资金保障制度,运用多矫治手段提高戒毒效果,促进安置就业,帮助戒毒者回归社会,应当是当前和今后我国开展强制隔离戒毒工作的重点。
After the implementation of the ＂ anti-drug law＂ China＇s compulsory isolated detoxification work adheres to the people-oriented, and gradually realizes the transformation from ＂heavy punishment, light treatment＂ to ＂heavy drug treatment, light punishment＂, and has achieved gratifying results. However, the difficulty in drug control, the lack of fund and treatment methods and employment placement has brought great trouble to compulsory isolated detoxification work. Therefore, it is crucial to optimize the management mode, establish the system of drug treatment, improve the treatment effect, promote the placement of employment, and return to the society.
