摘要
为了解天津市基本公共服务均等化现状,从公共教育、社会保障和医疗卫生3个方面构建了综合评价体系.采用熵值法和空间聚类分析对天津市2013年的统计数据进行分析,得出了天津市16个区县基本公共服务均等化指数构成情况,并将这16个区县在地理空间上分成了5大类.最后,结合两种方法的结果,总结分析2013年天津市基本公共服务均等化状况及特点,进而提出相关政策建议.
In order to inform the equalization situation of Tianjin’s basic public service,we built a comprehensiveevaluation system from three aspects of public education,social security and health care.The composition of basicpublic service equalization indexes were got through analyzing statistical data of Tianjin City in 2013,by methods ofthe entropy method,regression analysis and cluster.Then the 16 counties of Tianjin City were divided into fivecategories in the geographical space.Finally,we analyzed the status and characteristics of the basic public servicesequalization in Tianjin in 2013,and then put forward the relevant policy recommendations.
