摘要
运用倡导联盟框架对1970年代以来中国大气污染防治政策演变机理进行分析,探讨政策的变迁途径和内在逻辑。研究发现:大气污染防治政策的演变存在两条途径,相比于内部途径,外部途径的作用更为明显。具体来说,在外部事件对政策信念转变的影响下,中国大气污染防治政策制定过程中的倡导联盟逐步演化为污染防治联盟、相关部委联盟、经济增长联盟与科研机构联盟,政策取向的学习是政策渐变的原因。内部途径较弱,联盟资源分散及政策取向学习支撑的不足是我国大气污染防治政策存在滞后、缺位与失衡的主要原因。为此,建议在强化内部途径驱动、整合分散联盟资源、加强政策取向学习以及充分发挥协同治理等方面开展深入研究。
By a case study on air pollution control policy changes since 1970 s,this essay applied Advocacy Coalition Framework to explore and examine the logic and pathways of air pollution control policy evolution in China.The study shows that two ways influenced policy evolution.Compared with the internal pathways,the effect of external pathways was more obvious.Specifically,under the influence of external events,the change of policy belief made Advocacy Coalitions evolve into Pollution Prevention Alliance,Relevant Ministries Alliance,Economic Growth Alliance and Scientific Institutions Alliance.Policy-oriented learning was the cause of gradual policy change.The weak effect of internal pathways,scattered resources and inadequate policy-oriented learning was the main cause of the lagging,lacking and imbalance in Chinese Anti-air pollution policy.In order to overcome those difficulties,strategies to strengthen internal pathways,integrate scattered resources,reinforce policy-oriented learning and make full use of collaborative governance were suggested.
