摘要
高校建设学习型服务型创新型党组织(以下简称"三型"党组织),是一项辩证统一的系统工程,长效机制建设是其中关键的一环,需要从建立健全组织领导机制、激励约束机制、考核评价机制和经费投入保障机制等方面加以保障,实现这一项基础性、战略性、历史性的任务,推进高校的科学发展。
The construction of the learning ＆ service - type innovative Party organization in colleges and universities, is a dialectical unity of systematic engineering, and the construction of a long - term mechanism is one of the key links, which is to be guaranteed by the improvement of the leadership mechanism, of the incentive ＆ constraints mechanism, of evaluation mechanism and of fund guarantee mechanism and so on, so as to achieve this basic, strategic, historic task and to promote the scientific development of colleges and universities.
