摘要
目的评估我国31个省份社区卫生服务机构的整体运行效率现状,从而优化资源配置。方法运用数据包络分析(data envelopment analysis,DEA)方法,分析社区卫生服务机构的技术效率和规模效率,并在不同省份之间进行比较。结果 31个省份的社区卫生服务机构整体效率平均值为0.567,技术效率0.686,规模效率0.806。有26个省份(83.87%)处于非DEA有效状态,其中,技术效率和规模效率都小于1的有22个省份(70.97%)。结论我国社区卫生服务机构整体运行效率不高;技术效率对整体效率的影响更大;建议从长远角度看待社区卫生机构的发展。
Objectives To evaluate the overall efficiency of community health service institutions in 31 provinces,and to provide reference for optimizing the allocation of resources.Methods Data envelopment analysis（DEA）method was used to analyze the technical efficiency and scale efficiency of community health service institutions,and to explore the differences between different provinces.Results The average overall efficiency,technical efficiency,scale efficiency of community health services in 31 provinces was 0.567,0.686 and 0.806 respectively.Twenty-six provinces（83.87%）were non-DEA efficient,and twenty-two provinces（70.97%）were with both technical efficiency and scale efficiency less than 1.Conclusions The community health service organization in our country is not efficient in general,and technical efficiency has a greater influence on the overall efficiency.We should look at the development of community health institutions from a long-term perspective.
