城市地下空间控制性详规全覆盖体系研究——以常州市为例 被引量:4

摘要 随着城市地铁项目的不断规划与建设,我国许多城市的地下空间资源已逐步进入大规模的开发时代。因此,地下空间开发利用规划的编制和落实已成为城市规划管理部门的一项重要工作。地下空间控制性详细规划是落实地下空间总体规划意图的有效抓手,是规范技术管理的主要文件之一,但目前在我国国家层面并未对地下空间控规的编制体系和方法制定一定的规范和标准。为适应城市地下空间开发利用规划管理的要求,有关城市地下空间控制性详细规划的研究显得非常必要。本文以常州市为例,参照常州市地面控规全覆盖的编制方法,结合地下空间开发利用特征,建立了地下空间控规全覆盖编制体系,并针对编制单元、标准地块、基本地块3个层级制定了相应的控制要素与控制要求,以具体指导地下空间资源的规划管理。 With the planning and construction of urban subway project,the development of urban underground space has gradually entered into a large-scale era of development in many Chinese cities. Therefore,the preparation and implementation of underground space development plan has become an important task of urban planning and management department. Regulatory detailed planning is regarded not only as a breakthrough to implement the intention of overall planning,also as the main file to standardize the technical management. However in China,there is currently no certain system of standards and methods for the preparation of underground space regulatory detailed planning at the national level. In order to meet the requirements of planning and management on the urban underground space exploitation,it is very necessary to study the underground space regulatory detailed planning. In this paper,by taking Changzhou’s compilation method of fully covered land regulatory detailed planning as an example,a compilation system of underground space planning,which combines the characteristics of underground space development and utilization,is established. In order to conduct the management in underground space planning,the paper also puts forward corresponding controlling factors & requirements that aim at three levels of compilation as at levels of the unit,standard plot,and basic plot.
